中国旱情态势及防控对策

Consider of Drought Situation and Control Countermeasures in China

旱灾是威胁工农业生产和人民生活的重大自然灾害之一。中国地域性复杂,旱情变化多样,抗旱减灾工作面临着严峻的挑战。在分析中国旱情发展态势及目前抗旱减灾中存在问题的基础上,从农业抗旱减灾科技支撑对策、推进抗旱减灾实用技术的转化应用、加强抗旱管理能力建设及健全抗旱机制体制、完善防旱抗旱政策法规等方面提出应对中国旱情的防控对策,以期为中国抗旱减灾政策的制订提供相关理论依据。

Drought has become one of natural disasters threatening agricultural production and people＇slivelihood.Disaster reduction work has beenfacing the severe challenge in China for complication of terrain area and diversification of drought occurrence.Based on the full analysis of the drought situation and drought problems of disaster reduction,this paper put forward the countermeasures to control the drought from the four aspects,i.e.technology-supported countermeasures of agricultural drought control and disaster reduction,promoting transformation and application of the related practical technology,strengthening management ability of drought control and improving system and mechanism for drought control,as well as perfecting policies and regulations of drought control.
