浅议资产评估业中的政府行为及矫正

An Elementary Introduction to Government's Action in the Assets Estimating Profession

随着我国社会主义市场经济体制的不断完善和企业改制力度的加大．资产评估在保证企业改革的顺利进行、防止国有资产流失、保护产权主体的合法权益上起到巨大作用，已成为社会主义市场经济中不可缺少的一部分。但由于种种原因．资产评估业在管理、执业过程中出现了不少问题，在社会上造成了较大影响，引起了各界的广泛关注。重点分析了政府行为对资产评估业的影响．提出了改变现状的措施，那就是改革评估行业管理体制．实行脱钩改制，彻底改变政府机关对资产评估的干预．逐步形成独立、客观、公正的执业环境，使评估机构真正成为独立的服务实体．为保证国有资产的安全完整和产权主体的合法权益发挥作用。

Along with the constantly perfection of system of the socialism market economy and the stren thening of enterprisc reforming in our country, assets estimating plays an enormous role ln guaranteeing the enterprise reforming to go smoothly, preventing the national assets from wasting, protecting thc lawful rights and interests of the body of the asscts' possession, and has become a necessary part in socialism mar ket economy. But because of several kinds of reasons, quite a lot of problems have appeaed in the assets esti mating profession during the course of the management and excution, crealing such a big effect as to attract wide attention of all lines of people. This article puts emphasis on analysing the affect of government's action to assets estimating, putting forward to some mea sures to change present situation, that is to reform the system of management in assets estimating profes sion, to preform independence and reforming, to change goverment's interference to assets cetimating so as to form the executing circumstance of independence, object and fairness gradually, to cause the estimating organization to be an independent service body in fact, and Playing a role in guaranteeing the safty and in tegrity of the national assets and the lawful rights and inferests of the body of assets' possession.
