On Modernization of Legal Institutions of Shanghai in the Modern Times:From the Perspective of City Planning Law

上海是近代中国现代化起步最早、程度最高的城市,其组成部分之一就是法制的现代化。上海城市法制现代化的外在表现形式主要体现在建立起了现代的城市法规体系,具有现代的法规结构以及法制语言。内在的核心价值主要体现在确保了城市规划决策、实施过程中的民主化,促进了公民权利和自由的扩大,保护了各利益集团表达观点的机会。

Shanghai started the earliest process of modernization in China and has accomplished the highest level.The key constituent part of this process is the modernization of legal institutions.The external form of the modernization of legal system in Shanghai is mainly embodied by the establishment of legal system,the perfection of legal structure,and the formation of legal language.The internal value is mainly reflected by ensuring democracy during the process of city planning,improving the extension of human rights and freedom,and protecting the opportunities of expression for different interest groups.
