高校图书馆全面质量管理具有自身的特点,在推行全面质量管理过程中,必须结合ISO9000族标准对人力资源管理的要求,切实做好人力资源发展规划、具体行动计划,从而提高全体馆员的业务能力与综合素质。

The TQM has itself features in university library and it demands librarians to have more abilities and better quality,to have a high standard for developing HR.In during enforcing TQM,we must think over the demand of ISO9000 for developing HR and make programmers,systems and plans for putting into practice,so that we can improve the capabilities and quality of librarians to suit the requests of TQM.
