海峡西岸经济区建设两岸经贸合作紧密区域问题探讨

On the Construction of a Close Cross-strait Economic Cooperation Zone in the Economic Zone on the West Coast of the Taiwan Strait

海峡西岸经济区发挥对台优势、拓展对台经贸交流合作、促进两岸经贸关系发展取得成效,与海峡西岸经济区开放型经济的持续快速发展有着高度的正向相关性,是和中央在改革开放与对台工作方面相应赋予的特殊政策与灵活措施紧密相关的。在两岸政治经济关系发展新形势下,进一步发挥海峡西岸经济区对台优势、拓展对台经贸交流合作既面临诸多挑战,又面临难得的战略机遇,并仍然有赖于海峡西岸经济区开放型经济的进一步发展与特殊政策的支撑。当前,中央应将海峡西岸经济区建设成为一个遵循WTO无歧视原则的开放性的"两岸经贸交流合作先行区",赋予特殊政策与灵活措施,在包括两岸经贸自由化与一体化、两岸产业对接合作、两岸金融交流合作等内容广泛的领域先行先试。如此,可整合构建起一个有助于深化改革开放、协调区域发展、促进两岸合作的平台,以便发挥经贸自由化与便利化试验田与先行区作用、区域经济的增长极与辐射源作用、两岸制度性经济合作与一体化先行试验区作用。

The Economic Zone on the West Coast of the Taiwan Strait has made some achievements in economic cooperation with Taiwan by taking its advantages in recent 30 year. To what degree the advantages could be taken and the achievements could be made is positively related with the sustainable development of the open economy of the Economic Zone on the West Coast of the Taiwan Strait,and has close relationship with the position and relevant special policy endowed by central authority. In new stage,to make full use of its advantages and further achievements faces not only some constraints and challenges but also great opportunities and possibilities,but is still needed and depends on new position and relevant special policy endowed by central authority in accordance with the new situation. Currently,A test and pilot zone for cross-strait economic communication and cooperation,such as economic liberalization and integration,industry cooperation and financial cooperation,which is open and conformed to the undiscriminating rule of WTO,should be built in the Economic Zone on the West Coast of the Taiwan Strait to construct an integrative platform for deepening reform and opening up,promoting the coordinated development of all regions,and promoting the close cross-strait cooperation.
