摘要
有机废弃物是一种潜在的资源,其资源化利用不但能解决自身对环境的污染问题,而且对减少碳排放、应对气候变化也发挥着重要作用。本文选取农作物秸秆、禽畜粪便和城市生活垃圾等作为典型的有机废弃物,使用IPCC及CDM EB推荐方法学,结合文献及统计数据,估算了2003-2008年福建省有机废弃物资源量,并在此基础上针对不同有机废弃物资源化利用方式估算其碳减排潜力。结果表明:2003-2008年福建省有机废弃物资源量年平均3 875.56×104t,其中农作物秸秆704.06×104t,禽畜粪便2 846.06×104t,城市生活垃圾325.45×104t;有机废弃物资源化利用的碳减排潜力年平均140.18×104tCO2e,其中农作物秸秆贡献36.69%,禽畜粪便贡献43.23%,城市生活垃圾贡献20.07%。为便于有机废弃物资源化利用碳减排潜力的实现,福建省在今后的工作中,应加快发展规模化养殖或建设户用沼气池;避免露天焚烧农作物秸秆并推广秸秆综合利用技术;加快垃圾处理从卫生填埋向焚烧发电的转化。
Organic waste is a potential resource.Its reutilization can not only effectively reduce the environment pollution caused by itself,but also mitigate carbon emissions and cope with the climate change.In this paper,crop straw,livestock manure and MSW are selected as representative organic wastes;the amount of organic wastes in Fujian Province is estimated for the period from 2003 to 2008,using the methodology recommended by the Intergovernmental Panel on Climate Change and Clean Development Mechanism Executive Board as well as the relevant literature and statistical data.Based on this,the carbon mitigation potential is estimated for different organic waste reutilization.The results showed that there were annual average 3875.56×104 t of organic waste resources in Fujian Province during 2003-2008,including 704.06×104 t of crop straw,2846.06×104 t of livestock manure,and 325.45×104 t of MSW.The rational use of organic wastes can bring about carbon emission reduction effects.It was estimated that the potential of carbon emission reduction from the utilization of those organic wastes was about 140.18×104 tCO2e,to which crop straw contributes 36.69%,livestock manure contributes 43.23% and MSW contributes 20.07%.To facilitate the achievement of carbon mitigation potential by reutilizing organic wastes,Fujian Province should speed up the development of large-scale farming or construction of household biogas digesters,avoid open burning of crop straw stalks,promote comprehensive utilization technologies,and speed up the conversion of MSW diaposal from sanitary landfill to incineration power in the future.
