摘要
文章在总结分析全国农业科研院所有关高层次人才引进、培养、激励与使用的政策措施和管理经验的基础上,通过问卷调查、访谈以及文献分析等方式,具体研究了农业科研院所进一步吸引人才、培养人才和使用人才的机制与方法。同时,结合各省市农业科研院所高层次科技人才队伍建设的工作实践,探讨了高层次人才队伍建设所存在的问题,提出了加大投入,加快培养,建立新型管理、评价和激励机制以及营造环境等对策建议。
On the base of analysis and summarizing the policy measures and administrative experience of qualified personnel introduction,training,stimulating and utilization in the whole country's academies of agricultural sciences,the mechanisms and methods of introduction,training and utilization of qualified personnel were concretely studied by surveying,interviews and literature analysis.Meanwhile,combined with working experience of qualified personnel construction in agricultural research institutes in some provinces,problems in construction of high-level qualified personnel team were discussed.Policy measures were proposed,such as increasing investment,speeding up training,establishing new mechanism of management,evaluation and incentives,and creating better environment,etc.
