高度重视并认真解决农业、农村和农民问题,是我党成立以来一以贯之的战略思想。"三农政策"是党的十一届三中全会以来党和国家针对农业、农村、农民问题出台的一系列方针政策。它是指导我国农业生产和农业经济活动的行动准则,是党长期领导社会主义农业实践的经验总结,是保证农业沿着社会主义现代化方向前进的的根本保证。认真总结党的"三农政策"的演变及实施的成功经验,其中很重要的原因在于始终贯彻了"为农、惠农、强农"等人本经济思想和以人为本的科学发展观理念。

Problems facing agriculture,rural areas and farmers have been paying much attention to and solved conscientiously,is our Party’s consistent strategic thinking.Agriculture,farmer and village policy was put in place Since the Third Plenary Session of the Eleventh Central Committee of the Chinese Communist Party for agriculture,rural areas and the peasants by the party and state.It is not only the action rule to guide our agricultural production and agricultural economic activity,but also the long-term experience of the socialist agricultural practice,simultaneously is the fundamental guarantee to ensure the agricultural go ahead along the direction of socialist modernization.Record the successful experience of the evolution in the process of the agriculture,farmer and village policy implementation,one important reason is always carrying out the ideas of people-centered concept of scientific development,and the Humanism economic thinking such as＂for agriculture,benefit farming,make agriculture better＂.
