Some Views on the Promotion of Xinjiang's Leap Forward in Development and Its Long-term Stability——Grasping the Spirit of the Central Work Conference on Xinjiang's Development

跨越式发展有着极为丰富的内涵。跨越式发展不仅包括实现经济增长速度的跨越,而且还应包括实现经济发展方式转变的跨越和实现经济发展阶段的跨越。"十二五"时期是实现新疆跨越式发展的关键时期,修订和编制"十二五"规划必须作到三个对接。而搭建一个援疆省市和受援地区优势互补、互利共赢的综合服务平台,则是创新对口援疆机制的重要途径。

Leap forward in development has rich connotations. Its not only means the leap in economic growth rate but also includes the leap in changing the pattern of economic growth and stage of economic development. The 12th Five-Year Plan is crucial for Xinjiang's leap forward in development. When we draw up and revise the 12th Five-Year Plan, 'three dockings' must be done. To build a comprehensive service platform on which the assisting provinces and cities as well as aided regions in Xinjiang may complement one another and get mutual benefit and shared profit is an important means of making innovations in the mechanism of assisting Xinjiang.
