城市内河的“蓝带”激活--哈尔滨何家沟水系生态景观概念规划与框架研究

URBAN STRUCTURE EXPANSION AND "BLUE STREAM" ACTIVATION:STUDY ON PLANNING AND FRAMEWORK OF ECOLOGICAL LANDSCAPE IN HARBIN HEJIAGOU RIVER

文章首先导入了"蓝带"激活的概念,并以此架构了项目的规划框架和区域发展策略。继而,在流域功能层面,整合了污水治理、生态复育、开放岸线、临水住区、滨水工业、亲水旅游六大复合功能;在水系空间层面,提出了结合地理地形的九大主题板块模式;在滨水景观层面,确立了以点带面,点面结合的串珠式与辐射型景观带的格局。"蓝带"作为新兴的城市扩展轴,衔接了城市新旧结构、延伸了城市文脉秩序、整合了城市产业矛盾,提升了城市空间的视觉品质,是城市规划中行之有效的多赢策略。

This paper presents the compound concept of ＂Blue Stream Activation＂,builds the planning framework of the ecological landscape in Harbin Hejiagou Basin,and establishes the regional development strategy..At the level of integrative function,it proposes six compound functions：sewage treatment,ecological restoration,waterfront opening,waterfront residential area,waterfront industries,and waterfront tourism.At the level of river basin space,it proposes the mode of plate division,i.e.,nine major plates formed by their geographic regions,which can be easily implemented by stages and gradually improved.At the level of waterfront landscape,it puts forward the concept of beam-like and radiation-type landscape zone.The activation of the ＂Blue Stream＂ links up the old and new urban structure,inherits the cultural context,integrates the industrial development,and enhances the visual quality of urban space.Thus it is an effective and win-win strategy in urban planning.
