利用非强制型城市设计引导手法改善城市环境──浅析美、日两国的经验,兼论我国借鉴的可行性

IMPROVING THE URBAN ENVIRONMENT BY MEANS OF NON-COMPULSORY DESIGN GUIDING AN ANALYSIS INTO THE EXPERIENCE FROM USA AND JAPAN AND CHINA'S POSSIBILITY IN THIS AREA

为弥补限制土地用途、控制容积率等强制型城市设计引导手法的不足，美、日两国先后研究出了广场奖金制度、奖励分区制度等非强制型引导手法，本文通过分析这一系列手法的特点，初步探讨可否借鉴其经验来完善我国现行的城市设计引导手法。

To supplement the general land regulation system,which actually functions as conmpulsory urban design guiding method due to the imposition of strict restrictions on plot ratio,the USA and Japan have some non-compulsory guiding methods respectively.The aim of this paper is to analyze the American and Japanese experience and try to find out whether some hints can be extracted therefrom to improve the current predominant urban design guiding system in our country.
