中国城乡统筹发展的区域分步推进战略探索

Strategical Exploration of Gradual Development Based on Equal Attention to Urban and Rural Areas in China

分析了农村剩余劳动力资源配置理论、非均衡增长理论与城市中心论、城乡联系模式选择理论等对中国城乡统筹发展战略的启示,指出农村基础设施建设是重中之重;在此基础上,根据中国东、中、西部地区的发展差异,提出了3类地区应分别采取提升城镇化质量、城镇化与新农村建设并重以及着力建设新农村的区域优先战略。

On the basis of harmony between urbanization and rural construction in China,it was pointed out that the construction of rural infrastructure was the key to important points according to theories of manpower＇s collocation,increase＇s imbalance and linkage between city and countryside.Besides,strategical priorities of different regions in China were suggested respectively in this paper as follows.It was prior to enhance the quality of urbanization in the East,while to pay equal attention to urbanization and rural construction in the Middle,and to stress the construction of new countryside in the West.
