公民意识的普遍觉醒是社会发展和进步的重要标志和推动力量。在我国,公民意识薄弱主要表现为:法律信仰欠缺、民主意识淡薄、权利责任意识缺乏等,其原因为自给自足的自然经济、长期的封建专制集权统治以及礼俗社会的伦理精神,抑制、抵制和排斥了公民意识的生成。在我国现阶段,必须完善社会主义市场经济体制,夯实公民意识生成的物质基础;加强社会主义民主制度建设,为公民意识的生成提供制度保证;不断强化公民意识教育,为培育公民意识提供思想保障。

It is an important mark of and driving force for social development and progress to enhance the public’s awareness of citizenship. The lack of civil consciousness in China is primarily manifested in the following：lacking faith in law, democratic consciousness being dim, and lacking a sense of duty. The causes are that self-supporting and self-sufficient natural economy, the long-termfeudal autocratic rule and the ethics of a society of etiquete and custom have restrained and resisted the production of civil consciousness. In the present period, China needs to tamp the material basis for production of the consciousness by improving the socialist market economy, strengthen socialist democratic systems building so as to provide institutional guarantee forthe production of the consciousness, constantly strengthen education on the consciousness in orderto provide ideological guarantee forfostering the consciousness.
