张家口发展循环经济、低碳经济对策研究

On the Countermeasures for the Development of Circular and Low-carbon Economy of ZJK

近些年张家口工业化、城市化进程加快,张家口经济实现了快速发展,但也付出了消耗资源和增加污染的代价,使得资源、环境的压力进一步增强,成为张家口发展过程中最大的瓶颈。在此形势下,张家口有必要实施循环经济和低碳经济,对策包括:政府要坚定环境立市理念,制定张家口低碳经济、循环经济发展的战略和规划,制定配套的财政、税收和金融政策,建立激励机制,加强舆论宣传,建立起科技支撑体系,调整产业结构和布局。

With economy greatly developed,speed of urbanized,industrialized course in ZJK has been quickened up in recent years.However,pressure on resources and environment enhances at the same time.The pattern that consuming more energy,making more pollution,and emitting more greenhouse gas,not according with sustainable development,has been the biggest limit to ZJK＇s development.This article analyzes the necessity to develop circular and low-carbon economy of ZJK,and proposes related countermeasures for it.
