大城市残疾人社会救助现状与分析——以上海市为例

Analysis on Current Status of Social Assistance of Disabled People in Metropolis——Take Shanghai as an Example

对上海市有关残疾人社会救助政策进行梳理。根据第二次全国残疾人抽样调查数据,分析上海市残疾人最低生活保障状况、社会救助的需求和实际接受情况。医疗、康复和贫困救助是残疾人最为迫切的需求。提出了完善上海市残疾人社会救助的对策与建议。

This paper reviewed the social assistance policies on disabled people in Shanghai According to the data from the second national sample survey on disability, analyze the mini- mum living security situation of disabled persons in Shanghai, social assistance needs and the actual acceptance. It is founded that medical care, rehabilitation and livelihood assistance and other basic living needs are most urgent for the disabled people. Suggestions are therefore put forwarded to the city to perfect the assistance system.
