我国自然资源产权制度的改革路径

On Reform Route for Proprietory Rights Institutions for Natural Resources in China

我国长期施行的粗放型、资源依赖型经济增长方式,已经产生了社会需求与资源短缺之间的巨大矛盾。破解这一难题,应从自然资源产权制度改革入手。本文对自然资源产权制度进行了界定,并探讨了自然资源产权制度的功能,分析了目前我国自然资源产权制度中面临的不足,提出了深化我国自然资源产权制度改革的设想。

Extensive,resource-dependent economic growth mode which our country puts into practice over a long period of time,has already produced the huge contradiction between the social demand and the lack of resources. To solve this problem,we must start from the reform of natural resources property rights system. This paper has defined the property rights system of natural resources,discussed the functions of natural resources property rights system,analyzed shortcomings among natural resources property rights system currently in china,proposed the idea of deepening natural resources property rights system of our country.
