当前我国西部地区农村义务教育形势分析

Analysis on the Situation of Current Rural Compulsory Education in Western Areas in China

随着农村义务教育经费保障"新机制"的推行,西部地区农村义务教育有了较大发展。然而从义务教育均衡发展总体形势来看,西部地区农村义务教育发展仍面临着一系列问题。西部地区农村义务教育今后的发展需要制定义务教育办学标准,推进学校标准化建设;进一步完善农村义务教育经费保障机制,继续加大中央财政和省级财政的转移支付力度;完善制度设计,加快西部地区农村中小学教师队伍建设步伐;采取切实措施,解决流动儿童和留守儿童的受教育问题;加强信息技术平台建设,促进优质教育资源共享。

With the implementation of ＂new mechanism＂ of rural compulsory educational budget guarantee, the rural compulsory education has made a better progress in western areas in China. However, in the perspective of overall situation of balanced development, the development of compulsory education in western areas is still facing a series of problems situation. It is a necessity for the development of rural compulsory education in western areas in the future to formulate school running standard for compulsory education, and improve the standardization construction of school; to make further improvement on rural compulsory education funding guarantee mechanism, and continually increase the transfer payment of central and provincial finance; to perfect system design, and accelerate the progress of the construction of rural primary and secondary teachers in western areas; to adopt proper countermeasures to solve educational problems such as ＂migrant children＂ and ＂stay-at-home children＂; and to strengthen the construction for information platform to promote the sharing of educational resources with high quality.
