摘要
根据黑龙江省2000~2008年科技投入与产出实际数据,应用数据包络分析(Data Envelopment Analysis)模型,对其综合效率、纯技术效率和规模效率进行相对有效性评价研究。研究结果表明,黑龙江省DEA有效年份占75%,弱有效年份占12.5%,无效年份占12.5%,但弱有效及无效年份的效率指数都在0.97以上,资金投入、科学家和工程师数量与高新技术产业产值、授权专利数量、技术市场成交额等产出高度相关,现有政策法规适用性较强,政府可采取一定措施保持和提高科技投入绩效。
According to the actual data of scientific and technological input and output in Heilongjiang Province from 2000 to 2008,data envelopment analysis model carried out relative effective evaluation studies on its comprehensive efficiency,pure technical efficiency and scale efficiency.The results showed that the effective year of DEA in Heilongjiang Province accounted for 75%,the weak year 12.5% and the invalid year 12.5%,but the efficiency index of the weak year and the invalid year was above 0.97,which was closely related to the capital investment,the number of scientists and engineers,high-tech industrial output value,the number of granted patents and the technology market turnover.The government can take certain measures to maintain and improve the performance of scientific and technological input with the strong applicability of the existing policies and regulations.
