主权国家内部跨边界科技合作模式分析:以粤港澳高校科技合作为例

Probe into the Technological Cooperation Model across the Border within Sovereign Nation:a Case in the Technological Cooperation among Universities in Guangdong,Hong Kong and Macao

通过分析1997年后粤港澳地区高校科技合作的发展经历,发现广东省和港澳地区的高校科技合作在主权国家内部全方位开展,形成了一种既不同于国与国之间的科技合作模式,也不同于一国内部的不同地区科技合作模式,而是主权国家内部跨边界科技合作模式。其中,在港澳地区是市场机制主导,在广东省是政府机制主导,形成了一种结合市场和政府双重机制的科技合作模式。

Through the analysis on the development of the technological cooperation among universities in Guangdong,Hong Kong and Macao since 1997,the author finds that universities in Guangdong,Hong Kong and Macao have cooperated with each other comprehensively in the field of technology,and a kind of technological cooperation model across the border within a sovereign nation has come into being,which is different from the model between nations and the model between different regions within a nation.The author also points out that this kind of technological cooperation model is a dual regime combining the market and the government,with a market-oriented system in Hong Kong and Macao,and a government-oriented system in Guangdong.
