摘要
改革开放以来我国出台了一系列的惠农政策。立足于我国中西部和部分沿海省市欠发达地区的情况表明,新农村建设还存在一些问题。要提高农村的可持续发展能力、大幅增加农民收入,必须创新机制体制,推动土地规模经营。新农村建设的主体是农民,统筹城乡的主体是县级政府。为了实现农业增效、农民增收和农村可持续发展,政府必须从政策层面给予一定的支持。
China has introduced a series of preferential agricultural policies since reforming and opening up. From the condition of less-developed areas located in central and western China and some coastal provinces, it shows that there are still some issues in new countryside construction. In order to improve the capacity for sustainable development in rural areas and increase the income of peasants, we have to innovate institutional mechanisms and promote land-scale operation. The main part of new countryside construction is peasants and the main part of urban and rural balance is county government. In order to achieve agricultural efficiency, rural incomes and rural sustainable development, the government must provide some support from the policy level.
