DEA-Based Joint Control of Schedule,Cost and Quality in Power Generation Construction Project

摘要 目前,国内外对于电力行业建设项目控制主要集中在项目进度、成本、质量单个方面或2个方面的研究,对于把3个因素联合起来分析的研究比较少。运用数据包络分析方法,以电力行业建设项目中的进度、成本、质量为研究对象,建立电力行业建设项目的进度、成本、质量联合控制评价模型。根据权威统计数据,运用此评价模型对中国12个电力行业建设项目进度、成本、质量进行了实证研究,给出了12个电力建设项目的进度、成本、质量联合控制的客观评价值,并对结果进行了分析,为国家对电力行业进行宏观调控提供了理论依据,为改进电力项目的进度、成本、质量的控制提出了政策建议。 Up to now,control of power construction projects both at home and abroad have mainly focused on one or two of the three factors including project schedule,cost and quality.All of the above three factors,however,have seldom been studied comprehensively.The data envelopment analysis(DEA) method is used in this paper to establish a joint control evaluation model of schedule,cost and quality for power construction projects.Based on the authoritative statistics,a case study is carried out for 12 construction projects in China,in term of joint control of the schedule,cost,and quality,and the obtained results are analyzed,which can provide a theoretical basis for the state government to make a macro regulation and control of the electric power industry.Some policy recommendations are also provided for improving the control of the power projects in schedule,costs and quality.
