A Comparison of New Town at Home and Abroad on Planning and Construction

随着城市功能的扩张,出现了大城市的郊区化现象,伴随着出现了规划、建设、管理等多方面问题。概述了英国、法国、美国和日本等发达国家在新城建设方面的经验,将我国新城建设现状与发达国家间经验进行了对比,提出以健全法律保障和政策引导、公司化运作、总体规划等方面的新城建设建议。同时,在产业导向、住房布局、绿化预留和公共交通等方面提出了建议。

The suburbanization has appeared with the expanding of urban function, which brings several problems such as the planning, the construction, and the management, etc. The experiences on new town construction from some developed countries, for example, Britain, France, America and Japan, are summarized in the paper. Meanwhile, a comparison of the present new town construction in China and the experiences in developed countries is made to provide advices for the construction including strengthening legal guaranteeing & policy guiding, corporation operating and the general planning, etc. Finally, some suggestions are given on industry guidance, housing layout, landscaping area reserved, and public traffic.
