城市社区卫生服务管理立法的迫切性与可行性

The Urgency and Feasibility on Management Legislation of City Community Health Service

政策的因应管理与法律的常态管理上的差异性,构成了我国城市社区卫生服务管理以政策为主法律为辅、既协调又矛盾的基本政策法律生态。顺应城市社区卫生服务的趋势和要求,立法管理社区卫生服务工作是十分必要和紧迫的任务。提出了推进城市社区卫生服务政策法律化的可行性措施。

Due to the normal management difference between the administration and law, policy has developed the basic policy-law ecology, that is, the policies play a major role meanwhile the laws as a subsidiary one,which is both harmonized and contradictory in the management of community health service in city of China at present. It is necessary and urgent to make special legislation to ensure the work and management of city community health service. Some feasible measures have been put forward concerning how to promote the community health service policies to develop into laws.
