The New Way to Solve the Democratic Plight of Rational Bureaucratic System

理性官僚制肇始于对专制的反动,却又深陷反民主的"泥潭",是现代性之祸还是官僚制自身逻辑使然?抑或两者皆有?探究其中原由,以期对官僚制提供某种解救之道。对官僚制的修修补补并不是解决存在问题的有效办法,但是完全抛弃官僚制在现代社会既不可能也不现实,或许可以选择一条中间道路。

Rational bureaucratic system began in reaction to the anti-autocratic,but is lost deep in anti-democratic ＂quagmire＂.Is it caused by modernity,or results from the logic of bureaucracy？ Or both？ Patching up the bureaucracy is not an effective way to solve the problem,while totally discarding bureaucracy is neither possible nor realistic in contemporary society,then a middle road may be chosen.
