摘要
教育经费短缺问题多年来一直制约着我国教育事业的发展。要解决这一问题,除了巩固和加强现有的教育经费来源渠道之外,还应积极探索,寻求新的经费筹措方式,发行教育彩票就是一条值得尝试的新路子。本文介绍了国内外发行教育彩票的现状,对我国发行教育彩票的理论及现实依据和可行性进行了研究和阐述。
The problem of education fund shortage has been restricted the development of Chinese education undertakings for many years.To solve this problem,in addition to consolidating and strengthening education funding sources,we still should actively explore and seek new fund raising method,and issuing education lottery is a worthwhile new way.This paper introduced the present situation of education lottery at home and abroad,and studied and described the theory of education lottery issuing in China and its practical basis and feasibility.
