刍议公安机关对城市乞讨人员的治安管理

Discussion on the Management of City Beggars for Public Security Organ

近年来,在我国部分大中城市,乞讨者逐渐增多。乞讨者活动于公交车辆、地铁和街道等公共场所,容易引发强索恶要、乞讨冲突等治安事件。一些不法人员借乞讨之名伺机盗窃、抢劫,危害城市治安秩序。为了维护城市的社会治安秩序,公安机关必须加强对乞讨人员的管理。

In recent years,more and more beggars have gotten to large cities.They roamed the streets and wandered here and there,which is likely to trigger incidents of extorting money from pedestrians.At the same time,some unprincipled fellows use ＂begging＂ as a pretext for plunder and pilferage.In order to maintain the public order of city,public security organs should tighten the management of beggars in city.
