借鉴CDM设计思路,构建广东省生态补偿机制

Discussion on Establishing Mechanism for Ecological Compensation in Guangdong Province Based on Theory of CDM

CDM是《京都议定书》确定的实现温室气体排放控制目标的一种灵活机制,为实现可持续发展提供了重要思路。借鉴CDM设计基本原理,从广东省生态环境建设成就与存在问题出发,在现行区域生态补偿方式基础上融入CDM思想,探讨适用于广东省经济社会发展情况的生态补偿机制,构建了单边补偿、双边补偿和多边补偿三种生态补偿模式,并对健全与完善广东省生态补偿机制提出政策建议。

CDM was a kind of flexible mechanism of Kyoto protocol with the confirmed goal of greenhouse gas discharging.It offered a kind of good thinking for realizing economic sustainable development.Learning from the basic principles of CDM design,achievements and existing problems in Guangdong ecological environment construction were summarized and the mechanism for ecological compensation that fit for the reality in Guangdong Province was discussed based on the currently ecological compensation methods analysis.Three ecological compensation patterns including unilateral compensation,bilateral compensation and multilateral compensation were brought up,while suggestions on improving and perfecting the policies on ecological compensation were put forward.
