新型农村合作医疗参与意愿与满意度影响因素研究——北京地区2009年调查数据分析

Exploring Factors that Influence Willingness to Participate and Satisfaction with the New Cooperative Medical Scheme

目的分析北京地区参加新型农村合作医疗(简称新农合)的农民参与意愿与满意度影响因素。方法使用描述性分析、有序资料秩和检验和Logistic回归分析等多种统计方法分析。结果93.7%的农民愿意参加新农合,参合率基本能够反映参与意愿;影响农民对新农合整体满意度的主要因素包括宣传工作满意度、报销比例满意度、报销途径满意度以及参加其他保险和参与意愿(P<0.05)。结论强化政府责任、提高补偿水平,同时采取适度强制参与政策,不仅能扩大新农合覆盖率,保障农民基本卫生权利,而且能防止逆向选择的现象,保障新农合基金安全、有效地运行。

OBJECTIVE To analysis factors that influence willingness to participate and satisfaction with the New Cooperative Medical Scheme（NCMS）in Beijing. METHOD Using descriptive analysis, Wilcoxon rank test, Logistic regression and other statistical. This paper explores influential factors that affect NCMS in rural Beijing in 2009. RESULTS About 93.7% of the residents are willing to participate in NCMS, and their willingness is actually higher than their participation rate. The level of satisfaction with NCMS is related to the satisfaction of the public campaigns, satisfaction of the reimbursement ratio, satisfaction of reimbursement approach, other insurance and willingness to participate（P0.05）. CONCLUSION It is important to strengthen the government ’s responsibility and to increase reimbursement level, to take appropriate enforcement of mandatory participation in NCMS, by providing benefit features, we not only expand the coverage of NCMS, and protect the basic health rights of farmers, but also prevent the phenomenon of adverse selection, and protect the safe and efficient use of NCMS funds.
