摘要
文章从教育学领域出发,以政治、经济、社会发展公平性为目标,引申出公路网均衡性的基本概念和内涵,并考虑地形、单位里程公路建设成本等因素,给出均质和非均质区域公路网均衡性概念的异同点;接着从区域地理状况、经济发展和社会发展三方面分析公路网均衡性特性及影响因素,提出基于基尼指数的高原山区公路网人口均衡性、面积均衡性和经济均衡性评价方法;最后以云南省十六个地州市公路网发展为例,应用基尼指数进行高原山区公路网均衡性评价,分析评价结果,并给出基于均衡性分析结果的公路网发展对策。
For equity of political,economic and social development,started from education field,the basic concept and content of highway network equilibrium were put forward,and the similarities and differences of equilibrium between homogeneous and heterogeneous regional highway networks were given considering the terrain,the unit cost of highway mileage construction and other factors.Then,the characteristics and influencing factors of highway network equilibrium were analyzed from the aspects of regional geography,economic development and social development,and the Gini coefficient based plateau mountainous highway network equilibrium evaluation method,which is referred to population equilibrium,area equilibrium and economic equilibrium,was put forward.Finally,taken the highway network development of 16 areas in Yunnan Province for example,the highway network equilibrium of plateau mountainous area was evaluated by Gini coefficient,and the highway network development strategy based on analysis result of the evaluation was given.
