在城乡公共服务供给中,从社会公正的层面,以人人共享、普遍受益的基本宗旨作为相应制度安排和机制创新的依据,坚持城乡公共服务供给均衡化。在政府财政有限供给能力下,城乡公共服务均衡供给成为众多因素决定的函数。

In supplying public services in urban and rural area,for the sake of social fairness,the principle of univeral benefits that are avaible to everybody shall be obeyed in the institutional arrangment. The equalized supply of public services in urban and rural area shall be put into practice. In reality,all is restricted by certain environmental conditions. Due to the limited financial capabilities,the equalized supply of public services in urban and rural area has become one of the functions for the multiple factors. Such supply is restricted by the productive force,the double role of the government （being both reformer and the reformee） ethics in governance reform,the governance principle.
