摘要
县级领导班子和领导干部担负着地区经济和社会发展的重要责任,他们是党和国家战略方针和政策的具体执行者,其绩效直接决定着基层政府对国家战略方针和政策的执行结果和工作效率。按照科学发展观的要求,研究制定符合县级领导班子和领导干部特点和要求的绩效考核指标体系,是我国公共管理中值得探索的一项重要工作。以河北省邢台市为例,探讨县级领导班子和领导干部的绩效考核指标体系问题,构建了邢台市县级领导班子和领导干部绩效考核指标体系。
County-level leadership and cadres undertake the important responsibility of developing local economy and society. As the performer of party and state's guidelines and policies, their performance will decide the effect and efficient of the lecal governments in implementing state strategies and policies. So it is an important task in China's public management to design the performance evaluation system for county-level leadership and cadres in accordance with the concept of scientific development. This paper takes Xingtai city in Hebei Province as the example to explore how to establish the performance evaluation indexes for county-level leadership and cadres.
