摘要
突出本土利益的油气资源开发法规是非洲油气开发主体意识的制度形态,油气资源开发的非洲化趋向则是非洲油气资源主体意识在实践层面的反映。非洲油气开发的主体意识源于非洲油气资源的价值确定,得益于非洲政治进程与社会发展的推进。它的实质是强调非洲在其油气资源开发中利益分享的增加。非洲油气开发主体意识的增强,将导致中国企业投资非洲油气开发领域的成本提高。应对非洲油气开发主体化趋向的对策,在于降低中国企业运营成本,转移获利空间,加强制度资本积累和宏观监管。中国在非洲利益的根本保障有赖于提升中国整体实力。
Oil and gas development regulations of African concentrate on the demand of native interests and the trends of tendency of Africa which reflect consciousness of African oil & gas development in practice.The Subject Consciousness of African oil & gas development based on the Value determined of oil and gas resources and the progress of political and social development.This consciousness emphasizes to increase more share of oil and gas interests.The demand of consciousness of African oil & gas development will increase the cost of Chinese oil companies.In order to deal with the trends of consciousness of African oil & gas development,Chinese companies need to reduce the cost of oil development and management,transfer profit margins and strengthen supervision of capital accumulation and macroeconomic.The fundamental interest of China in Africa depends on the overall strength of the upgrading of China.
