苏州外来人口子女义务教育问题探讨——基于城乡一体化发展的视野

A Study of Compulsory Education of Migrant Workers' Children in Suzhou:From the Perspective of Urban Rural Integration

面对城乡一体化发展的新形势,苏州在解决外来人口子女义务教育问题方面存在外来人口子女人数快速增长与本地教育资源紧缺之间的矛盾、外来人口子女就学的不稳定与正常的教育秩序之间的矛盾、义务教育公共产品的属性与地方政府承担财政责任之间的矛盾、外来民工子弟学校与苏州教育现代化建设之间的矛盾。针对这些问题从国家、地方政府和社会层面分别提出解决外来人口子女义务教育问题的政策建议。

Faced with the new situation of urban-rural integration, and in dealing with problems related to the compulsory education of migrant workers＇ children in Suzhou, there exist the following contradictions： contradictions between the rapid increase of the number of migrant workers＇ children and the inadequacy of local education resources; between the instability of these children staying at school and the normal education order; between compulsory education as public facilities and the fiscal responsibility of the local government; and between schools for these children and Suzhou education modernization. This paper proposes many policies and measures to address these problems related with compulsory education of migrant workers＇ children from state and local governments and also at social level.
