With the development of higher education, higher education of our country has been realized transformation from elite education to public education. This transformation means not only increasing number of educated people, but changing the type of talents cultivated by Regular Institutions of Higher Education. Regular Institutions of Higher Education should adapt the changing actively, making reasonable reform to cultivate applied talents meet requirements of society.
