1 Introduction At present, there is a myriad of contradictions between international illicit drug policy and good, evidence- based public health policy. Largely to blame are the unrealistic goals which policymakers set themselves ten years ago when Pino Arlacchi, the Executive Director of the United Nations Office on Drugs and Crime （UNODC）, announced plans to create a drug - free world＇ and to eliminate or significantly reduce the illicit cultivation of the coca bush, the cannabis plant and the opium poppy by the year 2008.
