环境约束下区域协调发展水平综合效率的实证研究

Empirical Study on the Comprehensive Efficiency of the Level of Regional Coordinated Development Considering Environmental Factors

本文通过明确区域协调发展的科学内涵并建立评价指标体系,对我国各地区的协调发展水平进行了客观评价,同时运用DEA方法研究了在环境约束下我国各地区协调发展水平的综合效率及影响因素。研究结果表明:在考察期内,我国各地区的协调发展水平有了显著的提高,但存在明显的区域差异,东部的协调发展水平最高,接着是中部和西部;在环境约束下我国各地区协调发展水平的综合效率普遍低下,其中东部的综合效率最高,而中部的综合效率低于西部;同时,外资水平对区域协调发展水平的综合效率有积极的影响,而能源消耗、产业结构、人力资本存量以及技术水平却有负面的影响。

On the basis of specifying the connotation of regional coordinated development,this paper established the evaluation index system of the level of regional coordinated development firstly,and then estimated the level of coordinated development of each province.Simultaneously,it used the DEA methodology to study the comprehensive efficiency of the level of regional coordinated development considering environmental factors and the determinants of the comprehensive efficiency.The results showed that the level of regional coordinated development improved significantly,but it existed obvious regional differences,the average level of eastern region was highest,then were the middle and west.Considering environmental factors,the comprehensive efficiency of each province was almost low,the efficiency of eastern region was the highest,while the average comprehensive efficiency of the middle was lower than the west.Meanwhile,it found the scale of foreign investment had positive impact on the comprehensive efficiency,while energy consumption,industrial structure,human capital stock and technical level had negative impact.
