生态文明背景下的地方政府行为研究

Local Government Behavior Research in the Context of Ecological Civilization

十七大报告首次提出要建设社会主义生态文明,各地纷纷开始了生态文明建设,一些地方取得了举世瞩目的成就。在生态文明的建设过程中,地方政府起到了关键作用。但是,如何发挥地方政府的引领作用却是一个有待研究的课题。本文从生态文明建设的长效机制入手研究地方政府应该如何作为,以期对生态文明建设提供理论支撑。

The report of the 17th National Congress of the CPC proposed to build a socialist ecological civilization for the tirst time, initiating the ecological civilization construction all over the country, and some have made remarkable achievements. In the process of building an ecological civilization, local government plays a key role. However, how to bring local governments to play the leading role is the subject to be studied. This paper starts from the long-term mechanism of ecological civilization construction, discusses how should governments behave, as to provide theoretical support for the ecological civilization construction.
