Chen Yen's Foundational Contribution to the Promotion of the Party Construction——A Review of The Decision Adopted by the Fourth Session of the 17th Central Committee of Communist Party of China

陈云对推进党建工程所作出的奠基性贡献主要表现在:倡导学习尤其是倡导学好马克思主义哲学,形成较为鲜明的学习型政党思想;创造性地贯彻执行党的民主集中制;率先提出按照德才兼备、以德为主的标准培养提拔成千上万的中青年干部及具体措施;率先阐释党支部的地位、作用与任务;率先提出执政党的党风有关党的生死存亡的问题及加强党风廉政建设的指导原则。

Chen Yun’s contributions to the Party Construction mainly include the following aspects：advocating learning Marxist philosophy in order to form a more vivid and learning-oriented political party;implementing creatively the Party’s democratic centralism,initiating the ability-,integrity-,and morality-based standards and specific measures for training and elevating middle-aged and young cadres;being the first to illustrate the positions,roles and tasks of the party branches at all levels;being the first to put forward the notion that the ruling party’s ethos is a life-and-death matter to the party’s survival and the guiding principles to strengthen the construction of an honest and clean government.
