告知,是行政执法中的一项重要程序,《行政许可法》第四章"行政许可的实施程序"中确立了多项关于告知的规定。作为实施行政许可的关键程序,告知可有效制约行政机关的自由裁量权,增强行政决定的被接受程度,是平衡和调控行政权的重要制度设计。告知程序的适用尚存不足,行政机关在实施行政许可中尚待改进和完善。

The administrative information is an important procedure of administrative law enforcement.In Administrative Permission Law,Chapter IV ＂ Procedures for Granting Administrative Permission＂ established a number of provisions of this procedure.As the key to granting administrative permission,the administrative information can effectively restrict the discretion of administrative departments and promote the acceptance of administrative decisions,so it is an important system design to balance and control the administrative power.The application of this procedure is still inadequate and administrative departments should improve and perfect it in granting administrative permission.
