摘要
新公共行政学在经历了半个世纪的发展,特别是2008年第三次明诺布鲁克会议的召开以后更是将关注的重点投向广大发展中国家.而其对于公平正义的追求更是转型时期中国行政改革的最大阻力。参照罗尔斯关于公平正义的界定,从分配、起点、社会排斥的层面解读中国改革中的不公正问题,进而按照弗雷德里森关于新公共行政理论的论断,提出从制度层面解决转型期中国行政改革的不公正现象。
New public administration has gone through a half century. In particular, the third Minno brook 2008 convening of the conference is to focus on the developing countries, and its pursuit of fairness and justice is the biggest obstacle to the executive reform, referring to Rawls's definition of fairness and justice, from the distribution, the starting point, the level of interpretation of social exclu- sion in the injustice of China's reform. According to Frederickson thesis on new administration conclusion, it is necessary to resolve the injustices from the system level of the Transition Chinese administrative reform.
