河南省产业集聚区发展过程中,存在着国有经济比例较高、企业规模偏小、集聚区内企业关联性不高、主导产业带动力不强、重复建设严重、产品结构不合理、基础设施不完善等问题。在产业集聚区建设中,政府应积极主导,因地制宜,选择低能耗、可持续发展的产业,采取各种措施,充分利用土地资源,发挥产业集聚效应,提升河南产业竞争力。

In the development of Henan industrial cluster district, there exist the problems that the proportion of state-owned economy is larger, the scale of enterprises small, the correlation within industrial duster district low, the driving effect of leading industry weak, repeated construction serious, product structure irrational, infrastructure imperfect, etc. In construction of industrial cluster district, the government should control the enterprises favorably situated, low energy consumption and sustainable development, take various measures, use land resources, and play the effect of industrial duster to improve industrial competitiveness in Henan.
