对高校实施政府采购制度的若干思考

Some considerations on perfecting the procurement system of the colleges and universities

分析了现阶段高校物资设备政府采购中存在的认识问题、内部管理制度不完善的问题以及信息管理比较落后的问题。为使采购更加合理、科学、高效,更好地为高校教学、科研的发展提供质量高、价格低、厂家服务好的物资设备,提出规范政府采购行为,优化政府采购的信息管理等对策措施。

Bringing material and equipment procurement of colleges and univeristies into line with the government procurement system is suitable for requriments of China＇s finance system reform and university management.At the present stage,some problems such as inadequate understanding of the governemnt procurement,imperfectness of the internal management system and backward information management are still existing in the material and equipment procurement of the colleges and universities.The colleges and universities should further raise the level of understanding,seek unity of thinking,perfect internal management rules and regulations,standardize the government procurement acts and optimize the information management in the government procurement in order to make the procurement more reasonable,scientific and high efficient,thereby providing materials and equipment with high quality,low price and good service for teaching and scientific research in the colleges and universities,and doing the supportive work well.
