农产品质量安全可追溯系统有效实施的影响因素——基于SCP范式的理论分析

Analysis on the Barriers for Implementation Traceability System into Agricultural Product——a Framework Based on SCP Form

农产品质量安全可追溯已经成为政府、企业与消费者共同关注的焦点。许多研究机构与企业开发了不同领域的质量安全可追溯系统。但是,如何确保农产品质量安全可追溯系统的有效实施,目前尚缺乏清晰的分析框架与研究。文章基于文献法,从可追溯系统技术创新特征出发,分析与归纳大量文献,提出可追溯系统有效实施的分析框架。研究表明,该分析框架可以总结为5个要点"功能—结构—行为—绩效—监管",有助于研究农产品质量安全可追溯系统实施的长效机制,加强消费者对农产品质量安全信心,提升政府与企业的质量安全监管能力。

To ensure the quality and safety of agricultural products,the government,enterprises and consumers paid attention to the traceability system.Many research institutes and enterprises developed different style of traceability system.However,there is a lack of clear analytical framework on the effective implementation of traceability system.Based on the literature analysis,the paper summed up the existing research literature and obtained the analytical framework on effective implementation of traceability system.The research shows that the analytical framework is composed of five main points,namely,＂function-structure-conduct-performance-supervision＂,which will conduce to study long-term mechanism of traceability system implementation,and improve confidence in safety of agricultural products,and enhance the ability to supervision of the government and enterprises.
