城市大学、科研机构(文章简称院校)是农业科技进步的主力军,科技支农是城市支持农村的重要方面。院校加大科技支农,是以城带乡、以工哺农的重要内容。增加农业科技研究(文章简称农研)投入,提高研究生培养质量,改革院校、激发活力,提高农研在研发中的比重,优化农研结构,提高农研质量。
