摘要
我国近年来的高考改革,越来越倾向于将权力下放到省级行政单位,高等学校的招生,也实现了以省为单位配额,加上省级政府和教育行政部门有较强的行政权威和决策资源。因此,以省为单位推进素质教育,逐渐成为区域推进素质教育的一种新的路径。同时,施政者面临的决策风险大大降低,决策基础较为坚实。但是,通过刚性制度推进规范化办学,还远未触及素质教育的核心。素质教育的进一步深化,尚需转变政校关系,引导舆论导向,整治区域环境.提升决策、施政的专业化水平。
Implementing quality-oriented education through province as a unit creates a new experience for region promoting quality-oriented education. In recent years, the power of university entrance examination is gradually empowering province level administration and the enrollment of higher education is distributed to province. At the same time, provincial government and educational administrative department have more authority and decision-making resources. In these circumstances, the crisis of decision-making has reduced and the foundation of decision-making is solid when implementing quality-oriented education through province as a unit. But standardizing education through rigid system is far from the core of quality-oriented education. The deepening of quality-oriented education needs to change the relationship of schools and local governments, guide the direction of public opinion, regulate regional environment, professionalize the decision-making and application.
