摘要
作为国家教育改革战略重点的区域教育均衡发展,需要从理念和政策变成行动,这种行动是对前期政策实践反思基础上的深化。本文在梳理了国内区域教育均衡发展的实践模式及路径选择后,指出要在政策方向、力度和效果上构造可操作的行动计划,整合来自政府、专家、社区、市场和公众的诸多力量,形成公民社会的行动逻辑,构建区域教育均衡发展的政策绩效评价指标体系,并以此作为政策完善与评价的依据。
From the talking and words into action, the balanced development of regional education is considered as the key point of National Education Reform. The action is based on the deepening of previous policy practices. After heckling practice mode and path selection of balanced development of regional education, the article points out that it's important to construct the action plan for the direction, intensity and effect of the policies, integrate the power from the governments, experts, communities, markets and the public into the action logic of civil society, make a evaluation index system for the policies of this progress and take it as the basis for policy-making and evaluation.
