产业转移如何带动产业升级——台湾的经验

从上世纪80年代开始,面对国际竞争与产业发展的严峻形势,台湾对大陆的大规模直接投资形成了产业转移,这为企业带来了新的发展机遇,同时客观上带动了第三产业的发展以及劳动力的产业间转移,资本和高科技密集型产业成长迅速,并导致出口产品结构逐步升级,体现了转向控制价值链、占据高附加值环节的产业升级过程。此外,台商借此实现了嵌入新的"美、日、欧-台湾-中国大陆(含香港)、东南亚、欧"式的全球生产网络,并在大陆构筑了具有组群式整体移动特点以及不可逆转优势的投资网络,这对台商在大陆的持续发展以及在国际分工中的地位具有积极意义。未来随着两岸关系全面向前发展,产业转移将继续推进,并对两岸都将产生重要影响。台湾的经验阐释了产业转出促进产业升级的机理,也为我国大陆的区域经济平衡发展问题提供了借鉴。

Since 80 of last century, facing the strict environment of the international competition and development, large scale industry-transferring of Taiwan to mainland bring the enterprises lots of development opportunities. At the same time, the investment drive the development of the third industry and labor force transfer, as well as the development of capital and technology intense industries and upgrading of export structure which forms the industry-upgrading that control value chain and occupy the high level value creating section. Furthermore, Taiwan established a new global manufacture network that＂ US Japan Europe-Taiwan- China's Mainland South-east Asia and Europe＂ and invest network which can＇t be reversed in mainland. This pattern is very beneficial to the development of Taiwan enterprises in mainland and international competition. Accompany with the harmony of inter-coastal relationship, the industry-transferring will keep developing in the future and this will bring important influence on both sides. And also Taiwan＇s experience shows the mechanism that industry transferring promote the industry upgrading and supplies example for the harmonious development of regional economy for China's Mainland.
