摘要
山东省人力资源发展在资源分布、资源结构、整体教育水平等方面存在着不均衡,这种不均衡的人力资源现状与山东省区域经济和谐发展存在着反差与冲突。这不仅制约了山东省区域经济的和谐发展,同时也制约着人力资源自身的建设和发展。山东省人力资源只有在解决反差和冲突中完善各项机制和机构建设,最终实现为经济发展服务的人力资源建设目标。
The Shandong Province human resources development in aspects and resources distribution,resources structure,whole education level exists not balanced,this kind of imbalanced human resources present situation and the Shandong Province region economic harmony development has the contrast and the conflict.Not only this has restricted the Shandong Province region economy harmonious development,simultaneously is also restricting human resources'own construction and the development.The Shandong Province human resources only then consummate each mechanism and the organization construction in the solution contrast and the conflict,finally achieves the human resources construction goal which serves for the economical development.
