黑龙江省粮食流通体系界面管理研究

A Study of the Interface Management of Grain Distribution System in Heilongjiang

从2004年开始,黑龙江省全面推行以"放开粮食购销、放开粮食市场、放开粮食价格"为特征的粮食购销市场化改革,黑龙江省农村粮食流通体系中各主体均得到了进一步发展,但发展速度仍较慢,发展层次仍较低。加强和完善粮食流通体系界面管理是提高组织效率的重要手段,是保证粮食流通体系良性运转的关键。论文在分析了黑龙江省粮食流通体系界面构成之后,提出了界面管理中存在的政府宏观调控力度不够、中间环节冗余离散、中介组织不完善、信息交流不足等问题,据此提出了加强宏观调控、简化粮食流通界面、建设高水平中介组织、加强粮食流通信息化建设等措施。

Since 2004 we have been moving forward with the reform of grain purchase and sales marketization characterized by ＂lifting all controls on the grain purchase and sales, grain market and grain price＂, all the subjects of the grain distribution system in rural areas of Heilongjiang have achieved a remarkable development, but development speed is still slower and development level is still lower. Strengthening and improving the interface management of grain distribution system is an important source of increasing the efficiency of organization and a key to favorable operation of grain distribution system. This paper analyzes the interface composition of grain distribution system of Heilongjiang and points out some problems of the interface management, such as lacking the intensity of macro - control, separating middle links, imperfecting intermediate organization, lacking information exchange, etc. On these ground, this paper puts forward some proposals, such as strengthening macro - control, simplifying the interface of grain distribution, improving interface organizations and strengthening and improving the informationization of grain distribution.
