公共政策执行成效对处于转型时期的中国有着极其重要的意义。现阶段我国公共政策执行过程中存在偏差现象,表现为选择性执行、机械性执行和替换性执行等。政策执行偏差存在的原因有政策本身存在缺陷、政策执行者素质不高等。为了提高公共政策执行的效果,应该采取多种措施防治政策执行偏差。

The effectiveness of the implementation of public policies in the transition period of China is of extremely important significance.There are many forms of deviation in the implementation,such as selective implementation,mechanical implementation and the replacement of the implementation,etc.The reasons for the deviation are shortcomings of the policy itself,the people who implement the policy not in high quality,etc.This paper proposes the measures to correct the deviation of the implementation to enhance the effectiveness of the implementation of public policies.
